Yes, Qatari nationals can obtain visas through Iranian diplomatic missions around the world, with a 90-day span, just as they can obtain one through the airport for the same duration.

1. Informing security forces (the police) about the loss of the passport, who will in turn submit a report to the Iranian Ministry of Interior.

2. Informing the Qatari embassy about the loss of the passport, and the embassy will get permission from the Iranian Ministry of Interior to issue a pass-through ticket. The Iranian Ministry of Foreign Affairs will ratify the pass-through ticket, and allow the person to return to Doha.

3. The pass-through ticket is exclusively issued in the event of losing a passport.

The document must be issued from the relevant authority exclusively in the Farsi language, which will then be translated to either the Arabic language or the English language, and after its ratification by the notary and the Iranian Ministry of Foreign Affairs, the embassy will then exclusively ratify the seal of the Iranian Ministry of Foreign Affairs.

The request for a Qatari national marrying a female Iranian national will be submitted (and the opposite of that as well is true) to the Iranian Ministry of Interior.
